Let us explain this; Consider the following examples and associate the alphabets with the above mentioned numbers and sum them up to find the total number.
India totals up to = (9+5+4+9+1) = 28=1                                     
Leading political parties like                                                               
Congress totals up to = (3+6+5+7+9+5+1+1) =37 =1                   
And                                                                            
Similar is the case with BJP = (2+1+7) = 10=1
Another example of this type can be observed in case of America when it got independent it had 13 states, announcement letter was signed by 13 people and its flag has 13 stripes.
